《贝鲁特宣言》主张，所有信仰者，无论是有神论者、非神论者、无神论者或其他信徒，都应态度鲜明，齐心协力，使“信仰”可以更有效地维护“人权”，实现两者间的相互促进。在人权受到保护的环境中，个人和群体的宗教或信仰表达可以蓬勃发展。同样，人权也可以从宗教或信仰所奠定的牢固的伦理和精神基础中获益。
